Malaysians and Indonesians in Singapore — your documents are not automatically accepted

Malaysians are the single largest group of foreign workers in Singapore. Indonesians make up one of the fastest-growing communities. If you are Malaysian or Indonesian and need to submit personal documents to ICA, MOM, ROM or MOE — this page walks you through exactly what you need, why, and what to watch out for.

The most important thing to know before you submit

Malay is an official language of Singapore — but that does not mean your Malaysian or Indonesian documents are automatically accepted by Singapore authorities. ICA and MOM require certified English translations of all official Malaysian and Indonesian documents, even if the document is written in Malay. Submitting a Malay-language document without a certified English translation, assuming it will be read directly, is one of the most common and avoidable mistakes.

Malaysian Documents — What Gets Translated Most in Singapore

Issued by JPN (Jabatan Pendaftaran Negara) and other Malaysian government bodies · Bahasa Melayu to English

Sijil Kelahiran — Malaysian Birth Certificate
Issued by Jabatan Pendaftaran Negara (JPN) · Bahasa Melayu
⏱ Same day · 4–6 hours

The Malaysian birth certificate (Sijil Kelahiran) is the most commonly translated Malaysian document in Singapore. It is required when applying for a Singapore work pass, adding your child to a Dependent's Pass, registering your child at a Singapore MOE school, or applying for Singapore Permanent Residence.

Malaysian birth certificates are issued by the National Registration Department (Jabatan Pendaftaran Negara / JPN) in Bahasa Melayu. Even though many Singaporeans read Malay, ICA and MOM require an official certified English translation. We provide certified translations of Malaysian birth certificates accepted by ICA, MOM, ROM, and Singapore educational institutions.

Used for: Singapore PR application (ICA) · Work Permit or Employment Pass (MOM) · ROM marriage registration · Child's school enrolment (MOE) · Adding child to Dependent's Pass
Sijil Perkahwinan — Malaysian Marriage Certificate
Issued by JPN · Also known as Surat Nikah for Muslim marriages
⏱ Same day · 4–6 hours

Your Malaysian marriage certificate (Sijil Perkahwinan) is required when applying for a Dependent's Pass for your spouse, proving marital status to ICA for a PR application, or registering a marriage at Singapore ROM where one party holds Malaysian documents.

The document is issued by JPN and must be translated with the registrar's details, registration number, date, and official seal correctly rendered. For Muslim marriages in Malaysia, the Surat Nikah issued by the religious authority is the equivalent document — we translate both formats.

Used for: Dependent's Pass for spouse · Singapore PR as married couple · ROM marriage registration · Legal proceedings involving marital status
SPM, STPM & Malaysian Academic Certificates
Sijil Pelajaran Malaysia · Sijil Tinggi Persekolahan Malaysia · Degree Certificates
⏱ Same day · 4–6 hours

Your SPM certificate, STPM, diploma, or university degree from a Malaysian institution must be translated for MOM Employment Pass applications. Even though Malaysian academic certificates are often bilingual — Bahasa Melayu and English — MOM requires that all non-English portions be certified. MOM does not treat bilingual documents as self-translating.

We translate SPM certificates, STPM certificates, UPU results, and degree certificates from all major Malaysian public and private universities — Universiti Malaya, UiTM, UTM, UTAR, and all others. We are familiar with the Malaysian academic grading system and the specific subject names used across different SPM cohorts.

Academic documents we translate: Sijil Pelajaran Malaysia (SPM) · Sijil Tinggi Persekolahan Malaysia (STPM) · Diploma & Advanced Diploma · Bachelor's and Master's Degrees · Official University Transcripts · Professional Qualification Certificates (CPA, Bar)
Sijil Perceraian — Malaysian Divorce Certificate
Issued by Malaysian courts or religious authorities · Bahasa Melayu
⏱ Same day · 4–6 hours

A Malaysian divorce certificate (Sijil Perceraian) is required when applying for Singapore PR as a single parent, proving prior marital status to ICA or ROM, or in court proceedings in Singapore. We translate divorce certificates issued by Malaysian civil courts and by Syariah courts — both formats are commonly submitted to Singapore authorities.

We also translate related documents including Malaysian death certificates (Sijil Kematian), adoption papers, and change-of-name documents (Deed Poll) for use in Singapore legal and administrative proceedings.

Used for: Singapore PR application as single parent · ROM remarriage registration · Singapore court proceedings · Updating beneficiary records

Indonesian Documents — What Indonesians Translate Most in Singapore

Issued by Disdukcapil, KUA and other Indonesian government bodies · Bahasa Indonesia to English

Why Indonesian documents are different

Indonesia's civil registration system underwent major reforms in the 2000s. Many documents exist in two formats — an older format and a new standardised format. The Surat Nikah and Akta Pernikahan are two separate documents that both serve as marriage certificates but are issued by different authorities. Our translators know every version of every Indonesian document format that Singapore authorities encounter.

Akta Kelahiran — Indonesian Birth Certificate
Issued by Disdukcapil · Old "kulit kuning" format and new blue format
⏱ Same day · 4–6 hours

The Indonesian birth certificate (Akta Kelahiran) is issued by the Dinas Kependudukan dan Catatan Sipil (Civil Registry Office / Disdukcapil). It is written in Bahasa Indonesia and must be translated into English for all ICA and MOM submissions.

The format has changed several times. Older "kulit kuning" (yellow cover) aktas were issued under the colonial-era system and have a different structure from the newer blue format introduced under Indonesia's national civil registration reforms. Both are accepted by Singapore's ICA and MOM, but both must be translated in full — including all official registration numbers, the child's full name, parents' names, and the issuing Disdukcapil office details. We translate both formats.

Common issue: Older kulit kuning aktas sometimes contain handwritten entries, use Dutch-era terminology, or carry municipal stamps that are difficult to read. Our translators are trained on historical Indonesian document formats and will flag any illegibility before proceeding.

Used for: ICA PR application · MOM work pass applications · Adding child to Dependent's Pass · ROM marriage registration · Singapore International School enrolment
Surat Nikah & Akta Pernikahan — Indonesian Marriage Certificates
Surat Nikah: KUA (Muslim) · Akta Pernikahan: Disdukcapil (civil)
⏱ Same day · 4–6 hours

Indonesian marriage certificates exist in two main types, issued by different authorities:

Surat Nikah is issued by the Kantor Urusan Agama (KUA) — the Office of Religious Affairs — for Muslim marriages registered under Islamic law. It is the most common marriage document for Indonesian Muslims and is the document most frequently submitted to Singapore ICA and ROM.

Akta Pernikahan is the civil marriage certificate issued by Disdukcapil, either for non-Muslim civil marriages or for Muslim marriages that have been additionally recorded by the civil registry. Both documents are valid proof of marriage, but they have different formats, different issuing authorities, and different field structures.

Singapore's ICA and ROM accept both. Both must be translated and certified. Our Bahasa Indonesia translators are familiar with every field in both formats and can translate both the religious and civil versions accurately.

Used for: ICA PR application or Dependent's Pass · ROM marriage registration in Singapore · MOM work pass supporting documents · Singapore court proceedings
Ijazah & Transkrip Akademik — Indonesian Academic Certificates
University degree certificate and academic transcript · Bahasa Indonesia
⏱ Same day · 4–6 hours

Indonesian university degree certificates (Ijazah) and academic transcripts (Transkrip Akademik) must be translated for MOM Employment Pass applications. We work with graduates from Universitas Indonesia, Institut Teknologi Bandung (ITB), Universitas Gadjah Mada (UGM), Universitas Airlangga, and all major Indonesian public and private universities.

Our translators are familiar with the Indonesian university grading system — including the IP (Indeks Prestasi) GPA scale — and with the SKPI (Surat Keterangan Pendamping Ijazah), the Indonesian diploma supplement that MOM may additionally request for professional roles.

Used for: MOM Employment Pass application · S Pass application supporting documents · Professional licence applications in Singapore
Kartu Keluarga — Indonesian Family Card
KK · Issued by Disdukcapil · Indonesia's household registration document
⏱ 1–2 days

The Kartu Keluarga (KK) is Indonesia's family registration document — similar in function to China's Hukou — listing all household members and their relationship to the head of household. ICA sometimes requests the KK as supplementary evidence of family relationships in PR and Dependent Pass applications, particularly to establish the relationship between a sponsor and their dependant.

Our translators present the Kartu Keluarga in a structured English layout that clearly maps family relationships — making it straightforward for ICA officers to verify the connection between the applicant and the supporting sponsor.

Used for: ICA PR application — family relationship evidence · Dependent Pass application · Additional supporting document for MOM or ROM

Bahasa Melayu and Bahasa Indonesia — related but different

They share the same linguistic roots. But they are not interchangeable — and using the wrong register is immediately noticeable to native speakers and to Singapore authorities trained on Malaysian documents.

🇸🇬

Singapore Malay

Bahasa Melayu Singapura uses specific vocabulary and administrative terminology distinct from Malaysian Malay. Our translators work in Singapore Malay for documents submitted to Singapore authorities — not a generic Malay that reads as foreign.

🇲🇾

Malaysian Malay (Bahasa Malaysia)

Official Malaysian documents use Bahasa Malaysia — the formal register used by JPN, Malaysian courts, and examination bodies. This is the language of the Sijil Kelahiran, SPM certificates, and Malaysian court orders. Our translators are native Malaysian Malay speakers.

🇮🇩

Bahasa Indonesia

Indonesian official documents use formal Bahasa Indonesia — significantly different from Malaysian Malay in vocabulary, administrative terminology, and document structure. Our Indonesian translators are trained on official government document formats from Disdukcapil, KUA, and Indonesian courts.

Malay & Indonesian document translation Singapore — frequently asked questions

Yes. Even though Malay is an official language of Singapore, ICA and MOM both require certified English translations of all official Malaysian documents, including the Sijil Kelahiran. The document is issued in Bahasa Melayu by JPN and must be certified in English before submission to ICA for PR applications, MOM for work pass applications, or MOE for school enrolment.
The Surat Nikah is issued by the Kantor Urusan Agama (KUA) for Muslim marriages under Islamic law. The Akta Pernikahan is the civil marriage certificate issued by Disdukcapil for civil marriages or for Muslim marriages additionally recorded by the civil registry. Both are valid marriage certificates in Indonesia and are both accepted by Singapore's ICA and ROM — but both must be translated and certified separately. They have different formats and different issuing authorities.
No. Even though Malaysian SPM certificates often contain both Bahasa Melayu and English text, MOM requires that all non-English portions be certified by a qualified translation company. MOM does not accept bilingual documents as self-translating. The Bahasa Melayu content — including subject names, grades, and the issuing authority's certification statement — must be certified in English.
The older "kulit kuning" (yellow cover) Akta Kelahiran was issued under Indonesia's older civil registration system. The newer blue format follows the standardised Disdukcapil format introduced after Indonesia's civil registration reforms. Both are accepted by Singapore's ICA and MOM, but both must be translated in full. Older kulit kuning aktas may contain handwritten entries or use older terminology — our translators are trained on both formats.
Single-page documents — Sijil Kelahiran, Akta Kelahiran, SPM certificates, Sijil Perkahwinan, Surat Nikah, driving licences — are translated and certified within 4 to 8 business hours on the same day. The Kartu Keluarga and multi-page documents take 1 to 2 business days. Email us before placing an urgent order and we will confirm feasibility.
