Certified translation, notarisation, and SAL authentication — what each one is

Many applicants confuse these three terms. They are different steps in the same process — and for ICA submissions, all three may be required.

Certified Translation

The translation document itself, accompanied by a signed certification statement from a qualified translator confirming accuracy and completeness. This is the minimum requirement for MOM, ROM, ACRA, LTA, MOE and CPF submissions. The certification statement includes the translator's name, qualifications, date, and signature.

Notarisation

Notarisation is performed by a Singapore-commissioned Notary Public and attests to the authenticity of the translator's signature and credentials on the certification statement. ICA requires notarisation for personal documents such as birth certificates, marriage certificates, Hukou, and Koseki. Notarisation adds a formal stamp and signature from the Notary Public.

SAL Authentication (ICA requirement since 1 Oct 2019)

Since 1 October 2019, notarised documents for ICA submission must also be authenticated by the Singapore Academy of Law (SAL) at Coleman Street, Singapore. SAL verifies the Notary Public's credentials and issues an authentication certificate. Without SAL authentication, ICA will not accept the document — even if it has been correctly translated and notarised. Our one-stop service handles all three steps.

A certified translation in Singapore is a translated document accompanied by a signed certification statement from a qualified translator or translation company, confirming that the translation is accurate, complete, and a true rendering of the original. Singapore's government agencies require certified translations for all official documents submitted in a language other than English. A plain translation without a certification statement will not be accepted by ICA, MOM, or ROM.
ICA requires certified translations from a qualified translator or a recognised translation company. The translator must be competent in both the source language and English, and the certification statement must include the translator's credentials. When you see ISO 17100 on a translation certificate, it means your document went through a rigorous two-person quality process — not a single translator working alone.
Yes. Even if your document is bilingual — for example, a Malaysian SPM certificate with both Bahasa Melayu and English sections — MOM requires that non-English portions be certified. MOM does not accept bilingual documents as self-translating. The non-English content must be translated and certified by a qualified translation company.
