MOM — COMPASS and EP applications
Under COMPASS, academic credentials are a scored criterion. Degrees from Anna University, Madras University, Bharathidasan University, and other Tamil Nadu institutions must be translated with the correct official English institution name. Tamil Nadu SSLC and HSC state board certificates are among the most common documents requiring certified translation. Employment certificates from Tamil Nadu employers — including public sector entities, IT companies, and manufacturing firms — require the employer's registered English name and the applicant's designation rendered accurately.
ICA — PR, DP and family reunification
Indian PR applicants submit birth certificates issued by the Indian civil registration system — in Tamil if issued in Tamil Nadu, or in the relevant state language elsewhere. Indian marriage certificates (Sub-Registrar's office) and Aadhaar cards may also be required. ICA requires notarisation followed by SAL authentication for personal documents. Sri Lankan Tamil applicants submit documents from Sri Lanka's Divisional Secretariat offices — a different structure from Indian civil documents requiring a translator familiar with the Sri Lankan system specifically.
ROM — Tamil Hindu and civil marriages
For Indian nationals marrying in Singapore, or Singapore citizens marrying Indian nationals in India, the Tamil-language Indian marriage certificate requires certified English translation for ROM recognition. Tamil Hindu religious marriage certificates — including temple-solemnised marriages — have a different document structure from the state civil registration certificate. Both must be accurately translated with the correct issuing authority identified.

Tamil script has 12 vowels, 18 consonants, and 216 compound characters — 247 in total, written left to right. Tamil is a diglossic language: the formal written register (செந்தமிழ், centamil) used in official documents differs significantly from the colloquial spoken register. Official government documents, court records, and certificate-issuing bodies use centamil. A translator trained only in conversational Tamil will misread formal terminology and produce inaccurate translations of official documents.
Tamil is also agglutinative: suffixes attach to root words to convey relationships, tense, person, and number. A single formal Tamil word can encode what requires a full English phrase. Tamil also has a retroflex consonant series (ட, ண, ல, ழ, ற) that does not exist in most other languages, and romanisation of Tamil proper names does not follow a single universal standard. For ICA and MOM submissions, the applicant's name as romanised on their Indian passport takes precedence over the translator's romanisation — both must be cross-referenced and made consistent across all documents.
