Why Japanese official documents are different: The Japanese writing system combines three scripts — Kanji (Chinese-derived characters), Hiragana (phonetic syllabary), and Katakana (for foreign words). Japanese government documents use archaic governmental Kanji (公用漢字) and classical administrative language not found in modern Japanese. A translator who is conversational in Japanese — or even a graduate-level Japanese speaker — will encounter classical Koseki terms they have never seen. The Koseki (戸籍) — why it is the hardest personal document to translate in Singapore
The Koseki is not just a document — it is a family history
The Koseki (戸籍) is Japan's family registration system. A Koseki Tohon (謄本) is the full register — listing every birth, death, marriage, divorce, adoption, and name change for an entire family lineage, sometimes spanning multiple generations, written in classical governmental Kanji. A Koseki Shohon (抄本) is an individual extract from that register. There is no equivalent document anywhere else in the world. Translating it correctly requires not just Japanese fluency — it requires specific training in the historical administrative language that the Koseki uses.
Koseki Tohon (戸籍謄本)
Full household register. Lists every family member and every recorded event — births, marriages, divorces, deaths, adoptions, name changes — across the entire family lineage. ICA typically requires the Tohon for PR applications as it establishes complete family history.
Koseki Shohon (戸籍抄本)
Individual extract. Lists only the details of a specific named person. May be sufficient for some ROM applications and MOM work pass submissions where only individual status needs to be confirmed rather than full family history.

Birth Certificate — 出生届受理証明書
Japan does not issue a separate birth certificate in the way most countries do. Instead, a birth is recorded in the Koseki (family register). For international purposes, the relevant birth record is extracted as either a 出生届受理証明書 (certificate of acceptance of birth registration), issued by the municipal office where the birth was registered, or as a Koseki Shohon (individual extract) showing the birth record section.
ICA and MOM both accept these extracts as evidence of birth for Singapore applications. We translate both the 出生届受理証明書 and individual Koseki Shohon birth extracts — accurately rendering all municipal office details, the child's registered name (in Kanji and Kana), parents' details, and the official seals.
Marriage Certificate — 婚姻届受理証明書
As with births, Japanese marriages are recorded in the Koseki. The 婚姻届受理証明書 (certificate of acceptance of marriage registration) is the formal document issued by the municipal office confirming that the marriage registration has been accepted. This is the document Singapore's ROM and ICA recognise as proof of marriage for Japanese nationals.
For ROM marriage registration in Singapore where one party is Japanese, we translate the 婚姻届受理証明書 accurately — rendering the full names of both parties in their registered Kanji and Kana forms, the date of registration, the municipal office details, and the official seal. University Degree & Transcripts — 卒業証書 / 成績証明書
Japanese university degree certificates (卒業証書) and academic transcripts (成績証明書) must be translated for MOM Employment Pass applications. Japanese universities use a specific grading system — 優 (excellent), 良 (good), 可 (pass), 不可 (fail) — which must be accurately converted and contextualised in the English translation so that MOM assessors understand the grading scale.

Why Japanese document translation requires specialists — and what happens when it doesn't
Classical Koseki Kanji
The Koseki uses archaic Japanese administrative Kanji — characters used only in government documents and classical texts. Standard Japanese dictionaries do not include all of them. Our translators are trained specifically in historical Japanese official document language, not just modern Japanese.
ICA-formatted output
A correctly translated Koseki must also be correctly structured for ICA officers to read. We lay out Koseki translations with clear family relationship charts, generational tables, and event chronologies — the same structure ICA's assessors are trained to verify.
Name rendering accuracy
Japanese names written in Kanji have multiple possible phonetic readings. Rendering the wrong reading of a character in a name — common for non-specialist translators — creates a name discrepancy in the ICA system that can hold up a PR application for months. We confirm the correct reading of every name.
A common Koseki translation mistake: Many translators translate only the most recent entries in a Koseki and omit historical annotations — previous marriages, changes of domicile, registered parent details. ICA may require these historical entries to establish the applicant's full family lineage.
